WASHINGTON (AP) – Vietnam says it wants the United States to lift fully an embargo on arms sales that was eased last year.

The U.S. says that will require more progress by communist-governed Vietnam on improving human rights.

This year marks the 20th anniversary of the resumption of diplomatic relations between the former enemies. Their respective ambassadors spoke side-by-side at a Washington think tank Tuesday.

The United States now allows sales of lethal equipment for maritime security, a sign of deepening ties. Vietnam says a total lifting of the embargo would show relations are fully normalized.

The U.S. has recently voiced concerned about Russia refueling military planes at a Vietnamese base.

Vietnam said Tuesday it won’t let its airports and other facilities be used in a way that would be harmful to third countries.
