The bodies of two men were found early Thursday inside a building at the base of a cellphone tower in Jacksonville, police said.

The men, who were both shot multiple times, were possibly subcontractors doing work inside the building, Jacksonville Sheriff’s Sgt. Steve Rudlaff told The Florida Times-Union.

“Both individuals have been shot. It does not appear that it was combat against each other. We don’t know if this was a possible robbery or what,” he said.

Police went to the AT&T cell tower site west of I-295 early Thursday after someone called 911 about two unresponsive men in the building, Rudlaff said.

Investigators are working with AT&T to identify the men and determine when they arrived at the tower, Rudlaff said. Police are also seeking security video.
