Ralph Shoup. CREDIT: PUNTA GORDA POLICE Ralph Shoup, the former chief of the Punta Gorda Police Department, passed away on Monday, according to the department on a Facebook post. Shoup retired from his position in 1995. Shoup, who, police said, was dedicated to serving his community, graduated from the FBI National Academy in 1984.
