PUNTA GORDA, Fla. — Charlotte County officials say Punta Gorda resident Jim Jennings must pay a $30 permit for a fence he built to protect his blind dog from an alligator-infested lake. Jennings says he won’t take it down, even at the risk of $250-a-day fines.
