City commissioners approved the facility, meaning a mix of guns and alcohol.
The owner says he will keep a list of customers who cause trouble and call the police immediately if he anticipates a potential safety issue.
The restaurant can hold about 170 people at a time and is estimated to cost $7M.
It is expected to open in late November.
